Abstract: Conception of the data base topicality and the effectiveness of data base updating. The topicality means the level of accord of the data base content with the real situation of the depicted area. The effectiveness is evaluated as a share (proportion) of achieved results (contributions, effects) and the means expended. Several ways how to solve this problem are described. The possibility of quantitative expression of the updating results at the budget organization. Quantitative expression of changes on utility value of a data base in dependence on time and significance of the depicted area for users. Factors that influence effectiveness of data base updating.
